The term GOELRO refers to the “State Commission for the Electrification of Russia” issued in 1920 in USSR. As a plan for economic development, GOLERO later became the model for the 5-year plans. In Filonov’s painting, Lenin stands in the middle of an imaginary landscape entirely crossed by electrical wires.
