No, it is...in the tier 1 cities and no tier cities. The tier 2 and 3 cities are so desperately trying to get that tier 1 title that they’re going through a nonstop overhaul of everything: getting rid of older building, erecting new buildings, laying new or repairing existing subway lines, laying new sidewalks, to the point that all you hear is jackhammering. All the time. 24/7.
