Google's John Mueller said using "//" in the URL is considered as bad practice.That's why it is recommended not to use "//" in the URL.
He suggested that putting "//" after domain name is irrelevant,so you can use it or not when referring to the URL's.One important thing about slash in the URL is- if it is at some other part then it is not allowed as it changes the URL.
