Prowl came online with an incomplete emotional suite and an experimental tactical network hooked into his processor. The later helped him compensate for the former, but prevented the error from being noticed before his processor had developed enough that injecting new code became unpredictable. He's hypoempathetic and lacking in social protocols as a result, but still desires companionship and works around his self-described "incompleteness" by assigning social interactions as tactical directives. After all, it IS advantageous to maintain good social standing.
He's typically extremely calm (to a degree that some find creepy), but reaches his breaking point with no obvious warning. An angry Prowl isn't just being temperamental, he's been pushed to the limit for a VERY long time.
His social web is rather small, but he's extremely clan minded. By the end of the war, his clan includes (but is not limited to) Smokescreen (who he had met before the war), Bluestreak (who he had been a foster mentor to after the destruction of New Praxus), Jazz, Rooper (AKA: Taurus-4. A manmade "Autonomous Trooper" who gained sentience. Prowl mentored him.), Blaster (through Jazz), and Cosmos (through Blaster).
Reached his first vorn (equivalent to being a fresh faced 20something for a cold construct) just before the war began. He was a rookie enforcer, and was constantly being reprimanded for asking too many questions. This was also where/how he met Smokescreen- a cogless custodian who he had found involved with an illegal gambling ring. While investigating him (off the books, for his own curiosity) Prowl became endeared to him and endeavored to improve his material circumstances to keep him out of trouble. To mixed success.
His time as an enforcer was also where he had met Jazz, though this wasn't exactly a great start to their bond. In the early years of the war, he made it very clear that he holds no personal grudge against him, and was only attempting to perform his function. After that point, the two became very close.
Lost an optic shielding Jazz from an explosion meant to deactivate the head of spec ops. Deemed the component's replacement inessential and a waste of resources better used on another autobot.
After waking from stasis, he became close friends with Chip Chase. His deep respect for his human friend led Prowl to name his first sparkling in his honor after the war
