Headed to Kewaunee
Green Bay Western number 318, an Alco RS27, pulls a train toward the port town of Kewaunee on the shore of Lake Michigan. The cars are most likely destined to be loaded on the car ferry there.
This location is along the Kewaunee River, not far from the town itself, to the northwest; the line here is now a bike path.
