There's more wierdness because Dior, Elwing, and Earendil were all mortal (that is, their fate was that of mortal Man, even if their bodies were peredhel) and it didn't burn them, either. In fact I can't think of a mortal it did burn! Even Luthien after she gave up her immortality (though it said it hastened her death, but still didn't burn her)
It seems that Morgoth, his creatures, and Maedhros-Maglor were the only ones canonically harmed by the Silmarils.

No exactly!! And the mortal dwarves aren’t burned either. It’s not just that the hallowing can be amended in special cases, it’s that the part applying to mortal flesh never seems to apply at all! The evil will and unclean hands parts have clear actual consequences, but I just can’t see the mortal flesh provision as being genuinely included by Varda. Why include it just to waive it every time…?
