I couldn't get into the store until after i got my 4th badge and came back to the city through route 13! I'm not exactly sure what the trigger is, but i battled the 2 star restaurant and went to the museum, and also found the first gym leader's sisters' work place and talked to her there. um, i also explored a bit, so i don;t know if that helped anything. be warned though, the stuff in the store is all about 100k
