UN HIGH COMMISSIONER FOR HUMAN RIGHTS APPEALS: "PEOPLE OF THE WORLD COUNT ON US, WE COUNT ON YOU"

Today, the office of the UN High Commissioner for Human Rights launched its annual Appeal for Human Rights at the UN headquarter in New York. The appeal will subsequently also be promulgated at the UN office in Geneva and UN field offices. The High Commissioner described the current plans as the most ambitious programme that has ever been developed by his office which will requires $ 250,000,000 of extrabudgetary funding. He drew attention to the problem that the office’s underfunding can make it difficult to rapidly respond to countries’ requests for human rights assistance. Several of the attending UN member states made a commitment of continued support to the office and shared its concerns about the funding situation. In general, the office’s agenda met approval, but member states highlighted certain points: Cuba encouraged the High Commissioner to enhance its activities with respect to the rights of migrants, whereas Norway noted the office’s concern with the global trend in diminishing space for civil society. Critical questions by other member states concerned the shift to a needs-based approach to budget planning and the intended outreach to private donors.
