The henchmen in the DC universe have a list ranking the villains based on working for them. Joker is dead at the bottom of the list, making him the worst villain to work for, while Mad Mod and Penguin rank very high on the list. Penguin has the best pay an offers medical coverage so long as said henchman doesn't "talk", but doesn't make it to the top of the list because he still kills many henchmen. Mad Mod is "least likely to get us killed, and best temper" But he hires the least often.
