Hacking ACNL

Earlier this year I was trying to hack the game, but I couldn’t necessarily follow the instructions because they were difficult for me to understand.

The 3ds I am using/wanted to hack’s firmware is Ver. 10.4.0-29U, am I unable to hack it now? Should I just give up?

If I can’t hack my second town, Hell, then I might as well re-create the town as I’ve neglected it entirely and have mainly been playing Spooks and Townsvil

The reason I wanted to hack Hell was to mainly move the villager’s houses and make the town a bit more hellish..
