Calling it now, Hephernaan is actually Annatar, Lord of Gifts, who is actually Sauron. I mean he seems to have similar plans, he even looks the way pre-third age Sauron is mostly depicted, and he has this:

When I was playing SoD with Reezen, I chose to see Caelar in the pool. It didn’t cross my mind that I could reload and see the remaining visions. Time to fix that.
