Hewe’s already pretty active in the rebellion when we meet him in the story, working with a small group to antagonize the king’s goons in his area. Then he meets these kids (nevermind two of them are in their 20s) and immediately decides they need his adult supervision.

Hewe has a personal vendetta, as he blames his older brother’s death on the king. 

One major part of his backstory is that in present day he wears a short, cropped hair style but in the past had long hair as he and his brother used to enjoy styling each other’s hair when he was alive.
