A fretting boy who acts like a butler/mom... jealous... I think he probably gets jealous a lot if he likes you or if you’re taking attention from those he appreciates. HMMM. Yeah, that’s it. A surefire way to make him jealous is to do something for like, his sibling before he can. “You want a drink, I can get you that!” or something. Sounds simple but this idiot will be simmering, crying in a corner. He takes the little things too seriously. All of them... too seriously...

Confessing your love to him and then calling him a stupid cabbage

A surefire way to make him embarrassed I think would be to get him to misunderstand something. He hates being wrong and honestly he is still a kid even if he doesn’t act it. You break down his detective illusion a bit, he’ll just be awkwardly like... “h-hm. okay.”

Isn’t he always happ~y~?
For Suishou... a way to make him happy sounds kinda vague but it’s to genuinely like having him around? He’s not used to that, for obvious reasons, and at times he kinda shoots himself in the foot. But that kind of honesty, that rare bluntness he barely uses is something that appeals to him.
Simpler answer: his name. You wouldn’t think it but he appreciates being called by his name.
