The deal comes as Canada seeks to diversify oil exports away from the US but has led to the resignation of a minister and environmentalist f
Prime Minister Mark Carney has signed a deal with the province of Alberta that opens the door for an oil pipeline to the Pacific — a project long pushed by Canada's oil heartland but one that faces significant hurdles before ever being built.
The deal marks a historic reset between Alberta and Ottawa, but is opposed by British Columbia Premier David Eby, who has called the pipeline a "distraction".
The political challenges for Carney were later made clear with the resignation from his cabinet of a prominent minister and longtime environmentalist following the deal's announcement.
The energy accord exempts Alberta's proposed pipeline from some federal climate laws.
In exchange, Alberta must increase its carbon pricing and develop the world's largest carbon capture programme to reduce its emissions.
For Alberta, Thursday's deal is a "first step" to seeing its proposed pipeline become a reality.
Premier Smith said it signals the end of "dark times" for her province, which she argued has long been hampered from developing its resources.
Carney, meanwhile, said he supports Alberta's project as being crucial for the country's economic development by helping sell more Canadian oil to Asian markets.
But speaking to reporters on Thursday, Premier Eby expressed his frustration that his province was not included in discussions leading up to the agreement.
"It would have been good for BC to be at the table," he said. "No question about it."
He noted that the project does not have a private backer, or buy-in from First Nations communities, both significant challenges to it being built.
On Thursday evening, federal culture minister Steven Guilbeault announced he had resigned from Carney's cabinet, saying he is strongly opposed to the energy agreement and believes the pipeline Alberta is proposing "would have major environmental impacts".
Guilbeault has previously served as environment minister, and had worked for the global climate advocacy group Greenpeace before joining politics. He made headlines in 2001 for scaling Toronto's CN Tower as part of a climate campaign along with British activist Chris Holden.
In his Thursday statement, he said he believed many elements of the climate action plan he implemented as environment minister "have been, or are about to be, dismantled".
In response, Carney said his government shares Guilbeault's "fundamental commitment to climate ambition and climate competitiveness for Canada".
The agreement signed by Carney and Smith exempts the proposed pipeline from a tanker ban off of BC's coast, and commits to suspending a federal oil and gas emissions cap — a significant reversal from the policies of Carney's predecessor, former Prime Minister Justin Trudeau.
It also spells out that the pipeline must have indigenous co-ownership and be financed by a private company, not tax dollars.
The deal adds that both Alberta and Ottawa will bring British Columbia "immediately" into a discussion on the project.
The Alberta government is the main proponent for the project, pledging C$14m to put together a proposal that the province hopes will later be taken on by the private sector.
The plan is in its preliminary stages with no firm route yet identified, though it is expected to run through to BC's northern coast, opening more access to Asia.

would be cool if my brain could be chill and nice to me instead of immediately jumping to worst conclusions and convincing me that i’m a grotesque creature that should be euthanized on the spot at the slightest tonal change in conversation
Is it a love triangle if A is sleeping with B just because they're in denial about falling in love with C? While B is just happy to get sex because they don't do romance? But they're also protective of A, because they're friends?
❤️ AND ✨ FOR FAMILY BREAKFAST HANNAH PLEASE I WANNA HEAR WHAT YOU HAVE TO SAY ON THAT
whoops i'm answering these out of order skill issue
❤️- Who asked whom out?
okay i've got a progression for this one, hear me out:
Vlad asked Maddie out first, she declined bc she didn't want to have to pick between him and Jack
A while later, after more chance had been given for their relationship to develop (all 3 of them), Jack asked Maddie out. she accepted this time, but still kind of felt unsure
while Jack and Maddie are dating, he cannot stop talking about Vlad and she notices this - cue hilarious awkward conversation asking Jack if he's using her to help cover up how gay he is (this is the 80s after all afsdjl)
after they kiss and make up (literally), they both agree that they feel like even though they're still friends with Vlad, it's not enough to satisfy either of them
they proceed to "kidnap" him and take him on a date, thus inviting him into the relationship
he never formally agrees to go out with them, but he absolutely secretly loves it (and them)
✨- Who plans the date?
Jack plans the actual date part, but Maddie plans the kidnapping hehe
also turns out Jack is killer at planning dates?
~Send me a ship and an emote from this ask meme and I'll tell you even more about attempts to ask someone out gone illegal at 3 am!
