I like to think that the Himakai is a group of left out that simply doesn't fit anywhere else.
There is Lorenzo, who is academically (or at least mathematically) bright, but he got to be, if not impossible, annoying to be around. Antonio talks in half english-half japanese, and we saw how Mitsuki and Hayato reacted to him bursting into dance. Maximilian is addressed as “third-rate actor” by Akira, and I think that’s the generalized opinion. And well, we already know how Toru is.
About William, I don’t think he’s really respected as the Student Council President. In ep 11 everyone started complaining when he suggested building a tower, and Lorenzo had to intervene to say it was optative.
In short: I think that, even when they’re all different, what makes the council a pretty cohesive group is that they wouldn’t belong in other group
