GT Verse Rough Concept: (Timeline placement: the 1 year gap Between Baby Saga and Super 17 Saga)
Zamasu is a newly elevated Supreme Kai, meant to take the place of the deceased North Supreme Kai; his track record on Kaishin place him as the finest Shinjin warrior, and it’s greatest friend to Justice.
Of course, while he is dedicated wholly to justice, it would seem that in action, he has a very...funny way of going about ensuring justice is brought about; horribly ruthless methods that he believes are just when put towards the End Goal.
He faces off against Goku, losing, naturally, and believing Goku’s power to be exactly what he needs to ensure 'Absolute Justice’ across the cosmos, he ventures to Earth, specifically to Goku’s house, and breaks in, taking various bits of his dna covertly, before returning to his building on the Sacred World of the Kais.
With his DNA at his disposal, Zamasu created a magically empowered golem-esque copy of Adult Goku’s body, pouring a piece of his very soul into it, in order to ensure that it retains his mind, his goals, his power, and never returns to a lifeless state.
With this ‘Goku Black’ counterpart, Zamasu goes rogue, pursuing his goals, inciting the response of the Z Fighters, who find him, and eventually, through hard fought battles, and a wild goose chase (narratively to showcase the effects of Zamasu’s justice, for better and worse), they manage to corner the rogue Supreme Kai and his monster, prompting them to Fuse in order to see their vision through.
Realizing that they wouldn’t be able to win in a straight up fight, Goku and the gang are forced to retreat, and the other Z Fighters start getting up to speed in terms of power; with the power of absorbing a spirit bomb, they manage to fight Fusion Zamasu not just to a standstill, but even hold the advantage.
Ultimately, Zamasu is defeated, but is then given “The Talk”, to convince him to return to his job, as, funnily enough, the universe is Extremely undermanned, and if Zamasu could give up his ruthless methods, he’d still be a viable candidate for Kai.
