With the height chart, you asked about the red guy? I believe his name is Ryuki. He's a dragon type specialist who will only show up when you rechallenge the Pokemon League to defend your title. I don't know if your opponents are randomized, but I think he's one of seven who might come to challenge you for dominance. XD

Looking at him on Bulbapedia, he sure looks like he “might” be an important character in the future. Apparently he’s from some other foreign region with some sort of goal that’s… intriguing to say the least. It might be a stretch but maybe we’ll see him get involved in some sort of plot with Necrozma in the third version.
A weird coincidence I need to point out:
Pokemon “Stars” is the rumored third version.
Ryuki’s goal is to become a Star and claiming that “The whole world will be mine soon!” sounds like he certainly would go through hoops to achieve that. He seems to always be dressed like a rock star, assuming that’s his usual attire.
Emphasis on “Star” at this point. I bet you Necrozma would have something to say about light sources in the sky metaphorically or literally. Probably literally

Well if you go with my theory, Abe entered RepliKanto first, and Evan and Azure got sucked in after S.S. Anne events. So while Rockets are a thing in their world, Evan awoke to Repli-Johto where Rockets are gone because of Abe and he lives in a new town since Abe is “registered” to where his house would be in the real Kanto. ^w^;;
