When Alicent said "I'm so sorry" to Viserys in 1x07 and he dismissed her with "We will speak no more of it."

When Alicent said "I have sinned" to Otto in 2x02 and he dismissed her with "I do not wish to hear of it."

When Helaena told Alicent "I forgive you" in 2x03, before Alicent could even get past saying Helaena's name.

The men in Alicent's life do not care to hear her out. They don't care for her attempts at making amends or soothing her conscience. They shut her down and cut her off before she can get past the first sentence. But not Helaena. Where Otto and Viserys both shut down Alicent's attempts at discussing incidents where fault lies with her, Helaena forgives Alicent for something that was only incidentally her fault, but also more fatal and traumatic for everyone involved. Forgiveness only comes from Helaena, who has every right not to forgive Alicent given that her mother's preoccupation with Criston Cole at that precise moment inadvertently contributed to the brutal death of Helaena's son.

Alicent's feelings of guilt have been shut down and ignored by her father and her husband, but not by her daughter, who has every right to not forgive. But she does it anyway. And you can see how earthshattering that is for Alicent, because in every instance up to this point, her attempts at broaching these subjects never end in forgiveness (or even chastisement), but in cold dismissal.
