From: Alicent Hightower: A Measured Response
6) Lastly, her handle over her situation is once again taken from her when Aemond removes her from the council. She has an actual panic attack in S2E5 when she realizes she is right where Rhaenyra is: cast aside from having any place at court because of her gender. Aemond tells her to return to more “domestic affairs,” and she receives a cut on her arm exactly where she had inflicted a wound to Rhaenyra in S1E7. This represents her finally understanding Rhaenyra, finally realizing that there are no rewards in subservience to the social order. As Orwyle treats this wound, she says “All my life, I have endeavored to serve my House and the realm. And somehow none of it matters. We are cast aside or hated.” She looks to the rats in the room and says, “Nothing is clean here.” The rats represent the filth of the social order as she finally sees it for what it is; her worldview had been wrong, she had been wrong, and her subservience to this order has literally brought her nothing but hardship.
