Archie A. Alexander, an African American civil engineer, designed and constructed the Whitehurst Freeway running alongside the Georgetown waterfront. Connecting downtown D.C. to Key Bridge, the freeway offers a breathtaking view of the Georgetown Skyline, caressed by the soft undulations of the Potomac River. The black population of Georgetown fell from nearly thirty percent of the general population in 1930 to less than nine percent by the 1960 census, and the racial diversity that had been so much a part of Georgetown's historical character was virtually lost.
