All done, this is Lusifar, Guillermo's arch nemesis in Psycho G. He's a member/chairman of bio weaponry of Faust, a terrorist organization founded by humanoid bio demons from another dimension. All the members have Sentai like helmets to hide their identities. Lusifar's psycho gimmick is a TCG type and he has a player named Cell Ghost. His psycho gimmick is called Holy Mutation, it also the user to create monsters, turn humans into mutated demons, and controls the creatures.
