Flo is trying to find a place for herself in the Commonwealth, having left the Wasteland to start anew. Currently wandering from settlement to settlement in order to pick up whatever jobs she may find and to better explore the new area.

“That what they’re doin’?” Grant asked, brows raised in surprise. He studied the so called thieves, eyes narrowed. Unimpressed, he gave a shrug, and pulled a knife from its sheath, and began cleaning his fingernails with it. He glanced at Flo, “Ain’t doin’ a real good job at it. Must be their first time.”

Holly flinched, startled by the voice. She had been lost in her thoughts, oblivious to everything around her. Scowling a little, she gave a noncommittal shrug.
It was the sort of thing she generally brushed off and denied. Not anything for other people to worry about. It was stupid, and she hated it, but it felt that the raiders had torn something open inside of her. Broke down some wall she’d built up, and left her with no energy to rebuild it so things kept coming out. Holly ground her teeth, and stared off across the settlement.
“Yeah,” she croaked, barely audible, “Feel it too.”
"Does it really matter what I have to say?"
“Why wouldn’t it?” Holly asked, brows raised slightly, “The rest of the shitheads ‘round here, and they all talk their bullshit if folks wanna hear it or not. You seem like you got more sense than all of ‘em rolled together, so yeah...say your piece.”

18. “This is fucking awesome!”
It’s comical, the way her face lit up when her hands touchedthe gun. “This is fucking awesome! Where did you find it?”
“Ugh it’s in my eyes.”
Holly looked up in confusion, then as she realized what had happened, her face fell. Without thinking, she’d given the task of chopping peppers to Flo, and now it seemed she’d rubbed her eyes...
“Oh shit,” she stood from her place by the fire, and reached for her canteen, “Sorry. Been handlin’ peppers for so long I didn’t even think to warn you. Here try and rinse your eyes out with this. Milk would be better, but I ain’t never got that when I’m on the road.”
“I call dibs on any hats! …I love a good hat.”
Holly frowned, clearly displeased by the prospect of potentially losing out on hats. She could always argue about it if they found any, maybe Flo wouldn’t take a liking to them. But then, maybe she wasn’t very particular. Well, if she was going to miss out on hats, she would just lay claim to something else.
“Fine, but you got dibs on hats, then I get sunglasses. Only fair.”
“The trick to this is don’t die.”
Holly stayed back, eyeing the cluster of grenades carefully. She’d spotted it right away, but it was not the sort of thing she new how to disable and had been more than prepared to just skip this area altogether. Flo, apparently, felt confident enough to take on the challenge.
“...Yeah, that would be the trick,” Holly agreed nervously, “You’ve uh....you done this before, right?”
