The SPN canon requires some part of them to still be around, but that's not ALL that's necessary – if it was, everyone who wasn't cremated would stick around as a ghost. So there's definitely some additional reason he's still here.
I'm not sure it's strictly required for their manifestation (has that been explicitly established somewhere?); even if salt & burn seems to be the most common way to get rid of them. Sam says in "Roadkill" that ghosts stay because of their remains or unfinished business (which is what kept Molly there even though she'd been cremated), and they don't always have to destroy remains/objects to get rid of ghosts. Of course, if we're looking for consistent canon, we're watching the wrong show :-p
