The Moore brothers came in together, and so far I feel as if the hope that was placed with them was misplaced. They have made significant progress in certain areas, such as the languages, but we find that they lack in others. Concerning Isaac Moore, we feel that he lacks the combative skills that we want all of our Agents to possess and that his motivation has been worrying. He has been with out quite some time, but he has the tendency to see his time her as a mere game. A dangerous game of which he is standing at the cliff.
We are happy that after the radical behavior he showed during the flooding, he has calmed down this month and is silently obeying his superiors. We appreciate that the message has come through and that he is finally assessing the value of this second chance at life. But knowing the value of Division is far from conforming to the rules of it and being on par with our standards. For this we would like to remind Ms. Magnus and through her, Mr. Moore, that, should his input be less than expected the following months, we might have to give him a more drastic warning that will truly open his eyes.
We advise all personnel, Guards, Agents and especially their specific handlers to take extra time with Mr. Moore. We have already found that he is taking advice from Jason Artechez, who we find to be a good tutor when it comes to types as Mr. Moore. However, if in the future he does not show any inclination to progression, cancellation is recommended.
The flood was a disaster and many small mishaps have been pardoned or purposefully overlooked, because we know that the pressure of death and danger might push people to do things they normally wouldn't. This does not however allow us to simply wave away the fact that Isaac Moore actively disobeyed order by not immediately evacuating to Mensa, but instead remaining in other parts of the bunker. He was accompanied by Jonathan Mourriland, as we have caught on camera before the images grow... blurry, but it was most presumably in search of his brother, with which he had been lunching.
Now, simply searching for someone is something we do not appreciate when the lives of recruits, agents and other people are at stake but we understand that Mr. Moore wanted to find his brother in one piece. But it leaves us wondering if the bond he shares with his brother is good for his time in Division, for it might cloud his judgement in time of need, such as the flood. We had faith that the brothers had a bond that would be purely beneficial for their training, but doubts had settled in and we will want to find whether or not it is true that a severed bond would be better for the both of them.
At the top of Mr. Moore's list of crimes during the flood is the blood on his hand that came from the death of Roy Durrell, who suffered blood loss and head trauma from the fight between him and Daniel Knightridge and Mr. Moore. The recruits managed to effectively kill a Guard, however the killing blow came from Mr. Moore, if we rely on the images we have. We recommend placing Mr. Moore in an isolation cell for three days and we request permission to talk to him after those three days at least one for the coming weeks.
I have high regards to the aptitude of Mr. Moore when his profile was brought into Division. A highly intelligent young lad who has quite the proficiency in technology and coding. His past experiences in the the said field makes him a solid addition for Division and I believe with proper honing we could be giving him a better chance at expanding his horizons.
With that said, he also shows a lack in... interest for the most part. His instructors have deemed him as someone who can do better and yet he has shown no inclination to be better otherwise. It is a worrying fact to hear. In hindsight at least his lack in the certain interest of anything about weaponry or person to person combat becomes does not make him one of the recruits who are prone to creating trouble or many enemies around him. As such, his main flaw is his inability to be flexible or show interest in the fields that he should have interested in, regardless if he is good in the technological side. In Division, we want everyone to be well versed in everything possible and have a proficiency as well.
I would like to dedicate at least one day a week for Mr. Isaac Moore for the duration of one month, or as long as it will take for him to be more welcoming of Division and the kinds of classes Division gives it students. I would hope to see him progress better, if not it will be preferable for me to raise our meetings twice a week.
As it is, Mr. Isaac Moore's ability puts him in the place of a Tech Agent, but we shall see how it goes and he will be molded.
Addendum: I have gotten reports from the guards who have said Mr. Moore had found incentive to ask other recruits for help, which is a good thing, but in the same way, reports have also said there has been misunderstandings and altercation with another recruit. If it get worst, I would have to add that another session with Mr. Moore to be actively participating in training with other recruits. One cannot learn when all one does is to actively fight with words rather than be tactful with them.
