The flood was a disaster and many small mishaps have been pardoned or purposefully overlooked, because we know that the pressure of death and danger might push people to do things they normally wouldn't. This does not however allow us to simply wave away the fact that Isaac Moore actively disobeyed order by not immediately evacuating to Mensa, but instead remaining in other parts of the bunker. He was accompanied by Jonathan Mourriland, as we have caught on camera before the images grow... blurry, but it was most presumably in search of his brother, with which he had been lunching.
Now, simply searching for someone is something we do not appreciate when the lives of recruits, agents and other people are at stake but we understand that Mr. Moore wanted to find his brother in one piece. But it leaves us wondering if the bond he shares with his brother is good for his time in Division, for it might cloud his judgement in time of need, such as the flood. We had faith that the brothers had a bond that would be purely beneficial for their training, but doubts had settled in and we will want to find whether or not it is true that a severed bond would be better for the both of them.
At the top of Mr. Moore's list of crimes during the flood is the blood on his hand that came from the death of Roy Durrell, who suffered blood loss and head trauma from the fight between him and Daniel Knightridge and Mr. Moore. The recruits managed to effectively kill a Guard, however the killing blow came from Mr. Moore, if we rely on the images we have. We recommend placing Mr. Moore in an isolation cell for three days and we request permission to talk to him after those three days at least one for the coming weeks.
