Fic idea: during the practical finals, All Might goes a little too Plus Ultra and Midoriya ends up paralyzed from the waist down. Distraught that his dreams have been suddenly and cruelly crushed, during a test of all things, Midoriya feels bitter towards AM for the first time.
He knows he shouldn't keep OFA, as he's kind of incapable of using it, but he doesn't trust AM to find a good replacement - Midoriya realizes AM did kind of a terrible job teaching him, and his own poor sense of self-worth sees himself as a bad choice for a successor.
He decides to pick one himself - his classmates are all so cool, and determined, and surely one of them would be a great successor! His mind drifts towards one in particular, who's saved him before, and who always fights with such determination and creativity.
So, without AM's permission or knowledge, he offers OFA to Uraraka.
She's kind of blown away by all this - Deku's super powerful quirk was given to him? And he wants to give it to her? She feels very very honored, but a bit confused. He tells her how much she's amazed him - in her battle with Bakugou, and how much she learned over her internship, and how touched he is that she helped him twice before school even started.
"I was All Might's choice for the ninth," he says. "But you'll be an even better ninth." Uraraka denies this, saying that if she accepts, she would be the tenth, and that Deku's accident was through no fault or incompetence of his own. They both end up crying on each other.
She decides to take his offered hair, but before she can take the quirk, Nedzu calls her into his office. There, he explains AFO to her (as AM had not yet gotten around to telling Midoriya about him). Uraraka doubles down on her decision to accept, explaining to Nedzu her reasoning behind being a hero - wanting to see people smile - and proclaiming that with Deku's power, she will be able to accomplish anything she sets her mind to. (It is significant that she refers to OFA as Deku's power, not as All Might's power, as that is primarily how she sees the quirk. Even having had it for only half a year, Midoriya made waves.)
Meanwhile, AM has no clue of all this, and is considering meeting that third year Mirai is so fond of.
