This is an interesting question! I don’t pretend to be any sort of expert, but I think that the best thing a blogger can do is to just be really nice to other people. Reblog their stuff with expressive tags gushing about it, send them messages with compliments-- stuff like that! If you’re kind, people will be kind back! (Most people. Another tip is to ignore hateful anons.)
Also don’t be afraid to share things you’ve written or headcanons or random thoughts! Even if your posts only get a few notes at the beginning, someday somebody will discover you and go through your whole blog and find those old posts and give them the attention they deserve :). So definitely don’t let yourself be discouraged!
If you reblog good stuff, are nice to people, and put a bit of yourself into your posts, then I think you will be very successful :D
