One more environment design piece - this one is for my Venture setting, as part of the DnD campaign I'm running for my friends. The High Custodian is the ruler of the trade city of Btjara, as both its nominal military and civilian governments. The office is at the top of the Old Spire, highest tower of Btjara and the original heart of the citadel-turned-city.
