ODOT-District 11 Releases Expected Traffic Impacts for Belmont, Jefferson Counties
Traffic Impacts in Belmont County: Interstate 70 Projects I-70/State Route 149 interchange improvement: Work is underway on the major interchange project at the I-70 Exit 208 for SR 149/Morristown. During construction, one lane of traffic will be maintained on I-70. Traffic impacts for SR 149 will begin in the fall of 2026. Interstate 470 Projects I-470 westbound on-ramp closure from State Route 7: July 19-August 20, the I-470 westbound on-ramp from SR 7 will close for bridge repairs. The detour is SR 7 north to I-70 west. During this work, SR 7 southbound traffic will be restricted to one lane. The completion date is August 20, 2026. I-470 eastbound on-ramp closure from State Route 7: July 19-August 20, the I-470 eastbound on-ramp from SR 7 will close for bridge repairs. The detour is SR 7 north to I-70 east, I-70 east to U.S. 250 east, U.S. 250 east to I-470 east. During this work, SR 7 southbound traffic will be restricted to one lane. The completion date is August 20, 2026. U.S. Route 40 Projects U.S. Route 40 resurfacing: Work is underway on a project to resurface 11 miles of U.S. Route 40 from Ladybend Hill (at I-70, mile marker 204), heading east, ending at the western end of St. Clairsville. Traffic is maintained with flaggers during construction. The completion date is September 30, 2026. State Route 7 Projects State Route 7 southbound lane restriction near the I-470 interchange: Starting July 19, SR 7 southbound will be reduced to one lane for construction on the I-470 westbound on-ramp overpass. The completion date is August 20, 2026. Other State Route Projects State Route 9 closure north of St. Clairsville: July 13-24, SR 9 will close from Jug Run Road to Maynard Road for multiple culvert replacements. Traffic will detour via U.S. 40 west to SR 331 north, SR 331 north back to SR 9, and reverse. State Route 149 closure: Starting July 16, SR 149 will close one mile west of SR 9 for a slide repair project. The closure duration is 30 days. The official detour is SR 9 south to SR 147 west, SR 147 west back to SR 149, and reverse. The overall completion date is October 31, 2026. State Route 147 resurfacing: A project to resurface eight miles of roadway from Barnesville to Belmont. The work will begin in Barnesville, continue east through Bethesda, and end just west of Belmont. Traffic is maintained with flaggers. The completion date is September 30, 2026. State Route 149 culvert repair: A project to repair a culvert located west of Neffs Bellaire Road. Minimal impacts to traffic will occur during construction. However, flaggers will be utilized as needed throughout the project. The completion date is July 31, 2026. Traffic Impacts in Jefferson County: U.S. Route 22 Project U.S. Route 22 lane closures west of Bloomingdale: June 29-July 2, ODOT crews will be working near the Harrison County line to install a median crossover. One lane of traffic will be maintained in both directions during this work. State Route 7 Projects State Route 7 southbound 4 The SR 7 southbound on-ramp from 4th Street in Toronto is closed to traffic for 80 days as part of a slide repair project. To access SR 7 southbound, traffic is rerouted northbound to the SR 152 exit, then returns to SR 7 southbound. Estimated Completion: is August 14. State Route 7 resurfacing: A project to resurface SR 7 from Brilliant to Steubenville. Resurfacing work in Steubenville will take place at night, and work outside Steubenville toward Brilliant will be during daytime hours. One lane of traffic will be maintained in both directions throughout construction. Estimated Completion: October 31. 2026. State Route 7 northbound slide repair: A project to repair a slide along the northbound lanes of SR 7 just south of the 4th Street EXIT ramp in Toronto. One lane of traffic is maintained during construction. Estimated Completion: October 31, 2026. Other State Routes State Route 213 closure: SR 213 is closed for 70 days for a project to realign a portion south of CR 56. The closure began June 1. Currently, traffic is maintained with temporary traffic signals. During the closure, the detour is SR 7 north to SR 152 west, SR 152 west back to SR 213, and reverse. State Route 164 chip sealing preventative maintenance: A project to chip seal SR 164 from Bergholz in Jefferson County through Carroll County, ending in Salineville. West Virginia Traffic Impacts Brooke County, WV – A portion of eastbound and westbound U.S. 22, will have the right lanes closed, between County Route 1 (Harmon Creek), and the Veteran’s Memorial Bridge, beginning Monday, March 23, 2026, through early August, for concrete replacement and bridge cable replacement. Lane Closure along Interstate 70 in Elm Grove Scheduled for Thursday
Ohio County, WV – The westbound right lane of Interstate 70 from milepost 5.0 to milepost 4.0 and Exit 5 on-ramp to Interstate 70 eastbound will be closed from 7:00 a.m. to 4:00 p.m. on Thursday, July 16, 2026, for road maintenance. Major Construction Begins on I-70/State Route 149 Interchange Improvement Project
With continued economic growth in the Morristown area, the Ohio Department of Transportation (ODOT) launched a major infrastructure improvement project at the I-70 and State Route 149 interchange (EXIT 208). This $27 million investment is designed to support current and future traffic demands while improving safety and mobility for all motorists. The project was awarded to Shelly & Sands, Inc. in May 2025. Over the last year, necessary utility relocation work has been underway in preparation for major construction. The week of June 22, the contractor will shift traffic during nighttime hours for the work zone setup to accommodate I-70 traffic during construction. Following the completion of that work, major construction will begin with demolition work on the bridge carrying I-70 over SR 149. The width restriction for eastbound traffic is 12' in each lane. I-70 westbound lane shifts: Both lanes of travel will shift to the right. The width restriction for westbound traffic is 11' in each lane. Throughout construction demolition and bridge replacement phases of construction, two lanes of traffic will be maintained in both directions of I-70 at all times. Guardrail Adjustments Causing I-70 Shoulder Closures in Ohio County
Ohio County, WV – A portion of Interstate 70, both eastbound and westbound, will have shoulder closures from milepost 7.0 (Middle Creek Bridge) to milepost 14.5 (Pennsylvania state line) from 7:00 a.m. to 7:00 p.m. beginning Thursday, May 21, 2026, through Friday, May 29, 2026, for guardrail adjustments. Blaine Hill Bridge - U.S. Route 40 closure: U.S. 40 is closed at the Blaine Hill Bridge located west of Bridgeport between CR 10 and CR 214 for a bridge rehabilitation project. The official detour is U.S. 40 east to I-70 west, I-70 west back to U.S. 40, and reverse.
