Background: In January 1971, City Council Members Eldon Clingan and Carter Burden introduced the bill ‘Intro 475.’ This bill proposed that sexual orientation be a protected class under New York’s Human’s Rights Law. Basically, that people could not be discriminated against in employment, housing, education, etc. because of their sexuality. By December 1971, the City Council’s General Welfare Committee voted against ‘Intro 475.’ [x]
