I went and looked up the origin of the word hella and I think the reason your anon thinks it's AAVE is most likely because Nor Cal is really the only place where it's used by literally everyone. It spread to the rest of the country through hip-hop culture, and may be used mostly by African Americans basically everywhere but Nor Cal. I dunno, I could be wrong, but that's what it looks like.
