Harley isn’t canonically black just because Isaac said so, nothing Isaac says is canon because he doesn’t work on the game anymore, and even if he did “canon” arguably only applies to official lore and game content
Harley is black for a much more obvious reason and that’s that his voice actor is black, if they ever reveal his human appearance it’s going to be Baldwin Williams Jr portraying him
You can argue all day about Isaac and whether word of god statements count as canon, but that’s irrelevant
Logically, when you take into consideration real world game making, Harley looks like Baldwin
