Istaroth knew about the existence of Khaenri'ah and the other early settlements before their eventual collapse. Though because of their (Khaenri'ah's) aversion to Gods, she watched them from afar.

Back onto the cat headcanon for Istaroth; the children around Mondstadt secretly know her as the cat lady of Mondstadt. She sees a cat while conversing with the knights, and townspeople? She must go and pet it, then carry on with the conversation while cradling it in her arms. Most of the townspeople are used to it at this point.

She doesn't really know what's going on with the Fatui; she just sees them as guests; she has no clue what beef there is or what the Tsaritsa is doing. Will she be disappointed when she finds out? Probably.

I like to think as a previous shade she is multilingual she knows all, if not most, of the spoken languages in Teyvat. That and many of the ancient scripts she can sort of still read.

There are three reasons for why Istaroth would wake up.

She's bored lol

When the shades have their meetings

When she is needed.

I wonder what Neuvillette thinks about Istaroth? Would he still put her on trial even though she has been MIA for centuries?

I would hope he wouldn't at least with how I portray her, I feel my Istaroth would be happy to be in her normal form, and not disguise herself as Azure looking like Penelope.

She is also down to give cuddles to people.

She has a calming demeanour or air/ motherly vibe about her that lends her to be able to comfort most people.

Can she reduce Xiao's karmic debt pain? I don't know.

While she is in Sumeru Istaroth uses the form of Penelope due to its closeness to Irimisul, the Akasha System could pick up on her being the God of Time. She doesn't use the system that often even when the main Archon Quest is finished she still uses the form of Penelope as a precaution.

Thinking back to the hexenzirkle they made no mention of Istaroth only Venti. Were they created after Istaroth 'disappeared' ? Or before it sounds like before, I need to rewatch the cutscene if they were before then I can see Istaroth joining them occasionally for tea.

Istaroth can change her appearance on the fly depending on the situation or nation. Nations she has never been to she will look like Penelope while others like Liyue, Mondstadt she will look like Elysia. In Enkanomiya she looks like Penelope same in Inazuma, as more remants of her remain there. She may look like Penelope in Fatui heavy nations, as she doesn't want to stand out.

Not Istaroth coughing up a black gooey substance if she breaks nature's balance by travelling through time. This causes the erosion in her body to accelerate
