galras au where when keith and lance get their letters they actually tell each other, mutually decide the association can go fuck themselves, and go rogue. they are more feared than loved bc propaganda and ppl dont trust supers that arent registered, but theyre also obviously not villains, just vigilantes. 

they find shiro after he takes cosmos power and he joins them instead of mortiglow, which means he never gets nyxs power so they have a lot of trouble hiding BUT he gets in way less trouble with the local heroes and never tries to stop the sky from shimmering, which means rochester isnt destroyed.

...but it also means the shimmering sky keeps expanding, which means more and more people develop powers, to the point that the association cant keep up anymore. more and more vigilantes take to the streets... as well as villains. its basically anarchy. shiros taking powers left and right trying to clean up the streets but how many can he hold? the strain is wearing on him, even though he passes on a bunch to keith and lance. he suggests trying his powers on the sky, but it covers half the continent now--its far, far too late.

instead of just taking powers, lance suggests, maybe they need to just go big, go public. to become a presence that by its very existence deters crime and makes people feel safe, thereby restoring order. they need an icon--a symbol, you might say. a symbol of peace.
