all this time I was like I hate tear, I love chalice, and would athene's rush on every AP support (I play Lux, Nid support mainly.)

20% CDR (with CD boots and masteries you'll hit 39% cough I run 21/6/3 actually support masteries would get there sooner OR Athene's 40%)
Yes Athene's gives MR but that's precisely why its better later, when people actually hurt.

I liked this item ever since they reworked it, and I would always pick it up late game to cap CDR and for even more mana regen than Athene's alone (supports don't get blue yo.) But, now I have to say its
my favorite item.
