I've seen a lot of people who think that Charles would initiate the first Payneland kiss. And while that's very possible, I think it would be one of the only impulsive things Edwin has done in his (after)life. Plus, I think Charles would be too worried about messing something up to kiss Edwin first.
What I imagins is Charles finally realizes his feelings towards Edwin are more than 'he's my best mate.' He immediately confesses cause we all know these two can't keep anything from each other.
As Charles is rambling about how he loves Edwin but he's sorry that it took himself so long to realize, Edwin is just staring at him with the most loving face.
He leans in and cuts Charles off mid-sentence. When the two pull away they're both giggling, blushing messes.
