Jack-Daw is not their real name, no one knows their real name. They're called Jack-Daw because they're based on corvids like crows, ravens, and jack-daws. They're a theif who steals anything that's shiney and/or attractive. This is why they want to steal the Arsen Amulet, it's shiney and everyone else wants it.
Police have speculated that their epithet is something like Unlock or Cloak but the reality is that they're just a Mundie who's really commited to their collection. Like corvids, they learn fast and are very crafty. Though they're also mischievous and enjoy toying with lose they steal from, which is what's caused many run-ins with the police. In fact, this is also how they've managed to collect quite a few handcuffs and keys.
