Mark Cone is not a “real” person. He is the alter-ego of Jackie McDermott and apparently he recorded this alone (with only his influences). I’ve got a friend named Mike Brimler who is an alter-ego, so I can profess to understand the alter-ego mentality.
Mark Cone sounds like a bizarre cross of Eleventh Dream Day (reminds me of Rick Rizzo’s vocals), Talking Heads, Devo, and Ausmuteants. This album should be huge in Australia (released or distributed by Aarght?). Their Bandcamp page also compares them to Harry Merry and The Screamers.
