1. First time Effie was just hoping next year to get bumped to a better district.. But since Both Katniss and Peeta won that year. She like became there offical escort... Now for the 75th Games Effie is crying that Katniss and Peeta are going back. She is really upset about it she had no idea how much they would really attach to them.. and Actually cares about them.

2. Well its only the victors for the 75th games so the whole district needs to be there but for once there kids have no chance to go into the games unless they are victors...
