People complain abt parents all the time at school, usually stuff thats silly, and penelope is often jelous. Espesially this instance, penelopes mother never showed any interest in her. She didnt care about her, and she never had a female role modle in her life so penelope isnt familiar with like typical "girly" things like dresses, makeup, shopping or anything, and she envys other girls for that. All she wants is a mom that will sit down and paint nails with her or barbies or smth stupid. it shows how she never had a proper childhood, and longs for a girlhood that her mother never provided.

also why she clings on any female figure she finds cool in her life and gets attatched. (mommy issues)
