This has never been stated outright, it has only been implied before.
In this article, it is stated that Watchpoint: Grand Mesa is currently being run by Helix Securities and the U.S. government. Moreover, we know that Akande was kept in a Helix prison for 6-7 years (with the implication that Vialli “set up” his arrest by Overwatch). However, Akande was able to get out whenever he wanted. We also know that Sombra wants to “get past Helix’s firewalls” on the Temple of Anubis. And Hakim (a Talon associate) works with Reaper to try and trap “The Shrike” by claiming they have Helix intel after the events of “Mission Statement.”
So Helix Securities is an important background company, but so far, Talon has been consistently seen fighting Helix.
However, between Vialli’s attempts to orchestrate an “accident” for Akande in prison, the questionable treatment of the AI Anubis, the fact that many of the Retribution-era Talon units have “enhancements,” and the fact that Helix has directly profited from the disbandment of Overwatch, this more...direct link between a “Helix experimental weapon” (the updated/new Heavy Pulse Rifle, which Soldier: 76 steals) and Talon seems to imply the two organizations are closer than other information shows us.
Helix being corrupt would also give Pharah stronger character motivations to leave the company and join Recalled Overwatch, which is something she wants to do in-game (in her current interactions) but apparently has not “chosen” to do yet. This may align with the minor map changes that occurred on the Temple of Anubis map this past week, indicating that Blizzard is attempting to make some progress in the Pharah, Ana, and Helix storylines.
