Ik this is a joke, but it made me think of something I find amazing.

Sam follows him off the bat as it’s a general rule in the super hero community (at least in the comics) that what Cap says goes. People trust him because he ALWAYS fights for freedom and is usually on the morally right side. In Infinity by Johnathon Hickman, the Illuminati and Cap assemble the infinity gauntlet. When its time to decide who would weild it and save the universe there was no question. Thats the respect Captain America commands.
The second part of the question can be answered by answering how he gets the aforementioned respect. Steve is just a genuinely good person. He is not just a good leader, but he cares about those he leads. He cares for the well being of each and every Avenger.
This is why Secret Empire and Stevil were so bad. Its COMPLETELY out of character. To be fair though the Civil War event showed a compelling side of Cap by momentarily subverting this part of his character. He gets so wrapped up in winning that he forgot why he started fighting. The hero was on the back-burner while the soldier took the wheel. Even though he was fighting the good fight, he had abandoned his original reason, namely the protection of innocent people and heroes.
