So, I use Photoshop CS6 but I'm sure you could use any photoshop.
First, you need to get a tweet you want and enlarge it then screen shot it like I did with this one:
Then you upload it onto photoshop and if you want to get rid of the "following" bit then go onto shapes:
right click it to get the rectangular shape then cover it and fill it with white then you right click the layers on the side and click "flatten image"
after you've done that, create a new document making the document 500x500
then click "ok" and you'll have a equally sized square.
Drag the tweet picture onto the new document but if you have photoshop CS3 then you have to minimize the window then drag it on, I'm not sure what it's like on other photoshops.
It should now look like this:
Now, if you want, you can leave it like that but if you want the different colouring as the background you would have to use a PSD, I could do another tutorial for that if you wanted but for now, I'm assuming you know or searching for a tutorial now because there are so many tutorials out there.

So now I've added whatever PSD or colouring I wanted and it now looks like this:
To get the little Twitter bird in the corner all you have to do is go onto Google and search for one, or use the one I used which saved taking the background out (even though that takes 2 seconds) and instead just dragging it in.
If that does have the background then go onto this symbol:
right click that and go onto "magic eraser" then click the white background and it has disappeared.
Drag the bird onto the picture to wherever, I put mine at the bottom then go over to the layers, right click then "flatten image".
Go onto file, "save for web" then save and upload it onto wherever!
