Judging from this conversation She knows that SSS is a sketchy organization, and in the innocent civilian eyes they are kind of nuisance. So why is she here? My curiosity for this character is so high it’s everywhere.
I had a theory and it’s gonna sound far-fetched, but I had a feeling she was secretly an informant like Franky, who had her moral compass doing things, knows some things in this country are messed up, but knew someone has to do the dirty work to keep the upfront, and understanding things aren’t so black and white, things can be complicated, which is why she envies how everything is straightforward for Yuri, and she also understands not everyone and can be strong mentally and physically that’s why people do the thing they do and sends to SSS for them to interrogate, she seems to see things in more of a whole picture kind of a person not just see through a narrow gap like Yuri.
If Chloe is an informant it will make things interesting, she will be traitor in Yuri’s eyes, but her rebellious actions was never because she hate this country, quite the opposite actually, because she sees people and their struggles, she will probably open Yuri’s mind and help sees things in different point of view, hell!! she is already doing it in chapter 89.
The more Yuri works with her and possibly hangs out with her, the more this new way of thinking would start rubbing off on him, and they will have a bond, be too close of friends and too attached to her that when he knows she is a traitor, he will start to understand for the better and let her go instead of arresting her.
Just an interesting thought about where this character might be headed.
Ps. I also want that Chloe is the first person Yuri admits that Yor has flaws.
Like “my sister is not good at cooking”

Then Yuri fainted for doing that because his body and immune system were so in conflict that his mind acknowledged that his perfect sister had flaws.
