It seems to take anywhere from 50 to 150 years for a ninetales in my family to split a new tail. It is an enigma to us why some take so much longer than others. Stranger yet are the patterns of those vulpix who evolve before they have grown all six tails.
Regardless, to answer your question simply... I have not been a ninetales long enough to have nine tails. Therefore, you count only seven. Do you understand?
