During the Volo fight in PLA, I imagine that Volo somehow managed to get a hold of the red chains that Cyrus uses in Pkm Platinum via time shenanigans, and so while the player is cooking up their own to close the rifts, Volo uses it to shackle Giratina to him and order them around in preparation to fight the player (if necessary [which turns out to be true]).

When you defeat Giratina and it flees from Volo's grasp, part of the chain could be broken, however some could still be clinging to the distortion dragon and- unable to revert back to its regular form -flees to Turnback Cave to see if that location can assist in the process. However, it likely exhausts itself like a bug that is stuck in molt, leading to the player finding it.
