There’s plenty of reasons for an omnic like him not to be so close to the water. However, that hardly stops him from floating close to the shore in an attempt to collect any seashells he could find, or perhaps help stranded creatures find their way back into the sea.
A little bit of seawater wouldn’t hurt, especially if he’d remained cautious and only used his hands, but the monk knew better than to spend all his time near such a salty place, regardless if the sight was a luxury to see.
After a few minutes of slowly floating about nearby the water, with a few shells rested carefully on his lap, he pauses and gazes out towards the sea. It comes without saying that he hadn’t thought to check his surroundings before speaking out loud...

For the most part, elite of Shinra’s SOLDIER program didn’t interact much with the common citizens. After all, they were - broadly speaking - the heroes of the war against Wutai; they had little time to spend mingling with the ordinary citizens of Midgar. But that rule, like almost every other, had exceptions among the top members of the First Class.
In particular, SOLDIER First Class Genesis Rhapsodos was surprised to find himself becoming fast friends with a young man at a recital of LOVELESS. Of course, Lowain’s only real reason for being there was the object of his lovestruck companion, a woman named Katalina. Nonetheless, Genesis sense a connection between himself, Lowain, and Katalina - a connection not unlike the very same ones portrayed in LOVELESS.
Although no SOLDIER himself, Lowain proved surprisingly capable in a brawl, and often (unofficially) tagged along with Gensis during his missions against Wutai. Katalina, too, often accompanied them, and proved so skillful that Genesis often suggested that she might find a place within SOLDIER.
However, it wasn’t long before Katalina began to question Shinra’s true motives and ethics in the war against Wutai. It would have likely brought her and Lowain into conflict with Genesis - but before matters could come to a head, Gensis was injured and began to degrade. Fearing his friend’s madness, Lowain convinced Katalina to abandon Genesis to his rebellion against Shirna, and fled with her to Junon.
Still, Katalina remained restless, and often thought of taking a fight against Shinra - against the entirety of Migar, if she had to. Lowain had to keep her back, insisting that the two of them alone could not possibly face off against Shinra’s armies. If they wanted to fight, they’d need more people.
A few years later, help finally arrived, in the form of AVALANCHE.

❝ You are the chef of the Grandcypher. ❞ Nio looks at Lowain with a blank stare. He smells of food, and sounds of somber melodies. She does not want to admit it, but the sight of him makes her stomach grumble. It has been a while since she ate, considering she does not know her way around the city.
