Ted considering Paul his best friend is equal parts funny and sad.

Because on one hand all Ted's interactions with Paul are Ted basically bullying Paul and them teasing each other and Ted still considers Paul his best friend so mentally he's like "Oh man I'm so great at this social interaction shit" when like.... no Ted.

But then on the other it's like, the person he considers his best friend is someone he's only ever regularly had negative interactions with. The first time we hear Ted think of Paul as his best friend is in Time Bastard when Paul is like "hey bro you gotta go you got terrible vibes." So like how much worse is anyone else Ted interacts with that he considers Paul like, the best out of all of them

also the fact that he considers Paul so much of his best friend that even after 20 years aborted from the regular flow of time and with his mind completely broken he still remembers that Paul is his best friend and tries to save him

ah yes, good question! i loveee sabo (guy that seems like he got his shit together but he rlly doesnt LOL), and ive been thinking abt him a lot recently (getting hit by the ASL feels & currently wrapping up dressrosa).
