Does Mami really not have any relatives at all? If she does, then why aren't any of them concern about her living alone? Japan's child services must really suck.
Considering she is mixed race, it wouldn’t surprise me if the rest of her family is overseas and that’s why she has a hard time reaching to them.
That or yes, Mitakihara’s Child Services SUUCK, the only place they work really well is in Kazamino.
So there you go people, Kazamino is the nicest and most idealistic place in the Madoka Universe.
