Do they attempt to save both people?
As mentioned earlier, Minato would attempt to save both of them if he can manage to. Otherwise? It's another choice on his conscious that may or may not result in another life lost, both are important to him involving his bonds since so few people are able to crack into his inner walls. He cares equally for Minako and Yukari to the point he'd in all honesty, place himself in such life threatening situations many times for their sakes. Believe it or not, but he does after all care enough about them to do so. He also is willing to do the same for other members of SEES who he would also give up his own life for and die for them. It's nothing far too surprising of his actions, he does this knowing risks and takes them regardless. He finds it easier this way with the decision left in his hands as harsh as choosing whether someone dies or not is.
